Observations were made on desired characteristics of pay systems and their development without seeking to prescribe what kind of pay system individual local authority employers should develop. This reflects the changing composition of the sample (i.e. the population changes over time) and hence does not compare the same population each year. To overcome this problem we commissioned an analysis of the NES ‘panel’ data by Scotecon at Stirling University. This research links together NES employee records over time so that we have a matched sample in other words it looks at the same population over time.

This provides a more rigorous method of comparison than simply using the raw published data. It also partly overcomes the problem of data before the creation of the single status agreement in 1997. The analysis allows us to compare NJC earnings movements and distribution with those for other public sector bargaining groups on a similar basis. On Friday, 20 September 2002, Southampton magistrates upheld a summons issued by Associated British Ports (ABP), the Statutory Harbour Authority for the Port of Southampton, against the owners of the vessel Cervantes, who admitted polluting the waters of the harbour on 3 March this year.

The owners pleaded guilty to a breach of Section 131 of the Merchant Shipping Act 1995 and were fined 15,000 plus all costs, including the full costs of the clean-up operation. Southampton magistrates were told how, within 15 minutes of the pollution incident being reported to the port office, the Harbour Master’s staff put into operation the port’s Oil Spill Contingency Plan.

Similarly, it is essential that we begin to establish a culture which encourages the exploration of ideas which may help to further improve the quality of our service and which promotes an environment of constant challenge about the effectiveness of our services.

The future role of the Registered Body community has strategic significance for the CRB, and it is critical that we ensure that the investment we make in the creation of a New Registered Body Support and Assurance regime delivers lasting and tangible benefits. At Arts Council England, South West, we are delivering the ‘Funding Ambassadors’ project via a team of creative advisers. The advisers can cover a range of artforms and skills and are knowledgeable about funding opportunities, including our Grants for the arts scheme. This project, funded by Arts Council England, Yorkshire, with North Lincolnshire Libraries acting as the lead authority, has seen wellattended events hosted by Huddersfield, Bradford, Doncaster, Beverley, Wakefield, Scunthorpe, Halifax and Leeds and Barnsley with Scarborough’s event scheduled for May 2003.

The project has recently won a prestigious national award in the CILIP / Emerald Public Relations Awards (Sponsorship and Publicity) category. ‘Yorkshire and North Lincolnshire are to be congratulated on enlisting the partnership of so many large and powerful organisations. We were also impressed by the extensive press and media coverage and positive comments from partners and participants alike.’ By the time the project finishes, over 75 authors will have visited the region, including such wellknown and popular names as Ian Rankin, Iain Banks, Tony Parsons, Ruth Rendell, Val McDermid and Deborah Moggach.
